To view the property that causes the glowing effect look at the %root%::before background property of the custom css of the “Card Background Layer” Block.

The border is created by putting another div/block inside (the “Card Foreground Layer” Block) applying a 2px padding to the background layer   creating a 2px gap revealing the glowing background colours of the Background Layer. (set the Card Forground Layer Display property to none to see what the background layers background is doing)
